Instability is an omnipresent process that creates the conditions for adaptation and change. A territorial system cannot develop without instability. A high degree of system instability points out an acute structural and functional disorder. The present study proposes a method to measure system instability through economic structural and functional changes inside urban territorial systems. The analysis is done by quantifying the changes and transfers in internal economic hierarchies. System instability shows the role that the system plays in its environment and consequently the measures that can be taken to amplify or hinder (depending on the desired outcome) that role. The conceptual framework captures the adaptive processes associated with system instability and both structural and functional changes are evidenced. The non-linear processes were analysed for the urban territorial system of Baia Mare (Romania) underlining their role in the city's adaptation to the changing of its environment. The proposed method starts from the assumption that internal systemic hierarchy is a very stable parameter of state. If the system is unstable, significant changes of the internal hierarchy will happen, and this will be reflected in a strong structural and functional shift. Measuring system instability helps better understanding the impact that change and adaptation have over the territorial system and its environment. Understanding these processes may offer policy makers the evidence they need to take actions in a conscious manner.

This article synthesizes and compares environmental governance theories. For each theory we outline its main tenets, claims, origin, and supporting literature. We then group the theories into focused versus combinatory frameworks for comparison. The analysis resonates with many types of ecosystems; however, to make it more tangible, we focus on coastal systems. First, we characterize coastal governance challenges and then later link salient research questions arising from these challenges to the theories that may be useful in answering them. Our discussion emphasizes the usefulness of having a diverse theoretical toolbox, and we argue that if governance analysts are more broadly informed about the theories available, they may more easily engage in open-minded interdisciplinary collaboration. The eight theories examined are the following: polycentricity, network governance, multilevel governance, collective action, governmentality (power / knowledge), adaptive governance, interactive governance theory (IGT), and evolutionary governance theory (EGT). Polycentricity and network governance both help examine the links or connections in governance processes. Polycentricity emphasizes structural configurations at a broader level, and network governance highlights agency and information flow within and between individuals or organizations. Collective action theory is helpful for examining community level governance, and helps analyze variables hindering or enabling self-organization and shared resource outcomes. In contrast, multilevel governance helps understand governance integration processes between localities, regions, and states across administrative, policy, or legal dimensions. Governmentality is helpful for understanding the role of discourse, power, knowledge, and narratives in governance, such as who creates them and who becomes governed by them with what effect. Adaptive governance helps analyze the links between context, change, and resilience. IGT helps examine the interdependencies between the systems being governed and the governing systems. EGT is helpful for unpacking how coevolutionary processes shape governance and the options for change.

This article is not intended to be a thorough empirical analysis of the progress of MSP. Rather, it aims to provide an overview of how MSP is evolving within diverse national and regional contexts and illustrate the major trends that are emerging globally. By analyzing the legislative arrangements, objectives, implementation and evaluation processes, and the initial impact of MSP across 12 regional areas, this article presents an overview of how MSP is developing. The next section provides an overview of MSP's evolution over the last two decades. This is followed by a series of national reviews of MSP implementation in 12 regional ocean areas. These reviews showcase how MSP has quickly spread across the globe, as well as revealing the major factors that are supporting and inhibiting its fulfilment as an integrative means of marine management. This is followed by a discussion section that evaluates some of the key findings extracted from the reviews, reflecting upon the issues that are shaping the conceptualization and operationalization of MSP initiatives in different regional contexts, before questioning what this means for future MSP practice and research. Factors revealed as being challenges common to MSP initiatives include the rationale for MSP implementation, the need for legislative backing, the material consequences of MSP and the need for evaluative feedback loops, the use and production of knowledge, and a lack of innovation. This article concludes by briefly outlining a range of recommendations on how MSP can evolve in more sustainable and inclusive manners over the next decade and as it spreads to other nations and regions.

The dataset presented in this article contains information about marine Area-Based Management Tools (ABMTs) used to assess their contribution to the United Nations 2030 Sustainable Development Goals. Following the scope of the analysis, ABMTs were identified by scrutinizing international and regional legal sources related to ocean management in the fields of marine conservation, fisheries, deep sea bed mining, underwater natural and cultural heritage, environmental conservation, and marine spatial planning. Legal sources were screened to depict the following characteristics of individual ABMTs: i) management objectives; ii) authorities responsible for delivering such objectives; iii) the system of management and planning entailed in the ABMT including the zoning type; and iv) the specific spatial scope and domain each ABMT refer to in vertical depth and horizontal domain. Data were generated through an internal expert elicitation. Experts, initially trained in the data analysis and related protocol, contributed to the data production because of their specific knowledge and experience in ocean management.
